"Unable to start debugging on the web server" when starting in debug mode with VS.NET

Symptom:
When you are using Visual Studio.NET to start Ultimate Survey Enterprise survey software in debug mode, you see the following error message:

Error while trying to run project: Unable to start debugging on the web server. The project is not configured to be debugged.

Cause:
The current project is not configured as an Application in IIS.

Solution
The solution to this is to open the IIS Manager, browse to the virtual directory that the application is in, and open the properties on the virtual directory. On the first tab, there is an option for "application settings" with a button to "Create" an IIS Application.

Once this has been done, try to start the debugger again.
